This is a consultative position with no benefits working for the South Cook Regional Office of Education/Intermediate Service Center in collaboration with districts, special education cooperatives in the South Cook Region, The Health Life Safety Consultant works directly with the South Cook Leadership Team and reports to the Executive Director in an office environment and out in the field. This role requires exceptional communication. collaborative, and organizational skills, knowledge of building and grounds, health life safety requirements of schools, governmental requirements (utility companies (ComEd, Nicor, AT&T)) Cook County Food and Pool Service Department, Metropolitan Water Reclamation District of Greater Chicago, Illinois Department of Public Health, Environmental Protection Agency, Office of the State Fire Marshal, Illinois Department of Transportation, zoning mandates and their respective requirements for all exterior projects, joint partnerships being created with municipalities, and the Illinois Historical Society), These requirements are needed when processing any permit in relationship to new construction, remodeling, renovation, demolition, temporary classrooms, Underground Storage Tanks (UST), condemnation, mold mitigation, and asbestos abatement in Cook County. Any building permit issued must have closure which may include an onsite inspection with required paperwork for all Occupancy Permits.

 

Specific work schedule to be developed in collaboration with the districts served and the Executive Director based on the South Cook calendar.

 

Job Summary:

  • Provide continuous guidance for schools/districts we serve,
  • Set clear and concise expectations with others,
  • Communicate effectively with architects, engineers, ISBE, village managers. IDPH, MWRD, OFSM, EPA, General Contractors along with maintaining partnerships with other governmental agencies facilitate and organize non-public school Compliance Reviews each year.
  • All municipalities have to sign off on utility lines, MWRD, etc. and may require subcontractors to register with the village and possible pay a fee, Organize and schedule all building permit meetings, Building Permits can include phased projects as long as all paperwork is complete and in order.
  • Complete and process all building permits as required in statute through ISBE HLS Handbook this needs to include and not limited to stamped plans and specifications along with their licensed architect/engineer State of Illinois Seal in advance of meeting.
  • Process, inspect and prepare all Occupancy Permits in advance of meeting.
  • Inspect annually any Temporary Modular Classroom prior to the beginning of the school year.
  • Occupancy Permits include the following: Permanent (general], Partial (could include phased.
  • Projects), Vehicular, Temporary (modular classrooms) with all paperwork prepared in advance of visit.
  • Data Input Annually, ROE Report on IWAS of all BP, OP, Partial, Temporary, Demolition Permits.
  • Annual Review Reports for each fiscal year beginning on July 1 and ending on June 30 of each fiscal year.

  • File and scan paperwork for South Cook records.


Physical Demands. The consultant is required to:

  • Drive to various South Cook County district offices, schools, and our Chicago Heights office in personal vehicle.
  • Stand, walk and navigate stairs for extended periods of times both inside and outside the school building.
  • Occasionally lift and/or move up to 30 pounds; such as files, boxes, and paper supplies.


Qualifications:

  • Bachelor's degree is preferred. Experience as a district-level leader as a retired Business Manager, Superintendent, Buildings & Operations Director is preferred. Experience in working closely with administrators and various contractors. 
  • Adept at using Google Suite and PDF and has technical knowledge of building maintenance, permits, and inspections.
